## Origins

- OQM grew out of the eight-characteristics model of Natural Church Development (NCD) by Christian A. Schwarz and Christoph Schalk.
- Its starting point was a request by the Malteser relief organization to transfer the characteristics to a Catholic social organization; it was later used in the company juwi (2008–2010).
- Dr. Stephan Wesely (1967–2026), co-founder of OQM International, documented the method in his doctoral thesis “Dialogisch orientiertes Organisches Qualitätsmanagement (OQM)”, University of Koblenz-Landau, 2011. It reports reliability coefficients of .82 to .94 for the eight scales of the questionnaire used around 2008.
- The thesis describes the state of 2011. Today’s OQM 80 and its national norms are documented in current OQM materials, not in the thesis.
