### Coordination without adding more meetings

More discussion does not help if nobody leaves knowing what was decided. Cover, learner support and examinations depend on the right information at the right point and knowing which decisions genuinely require collective input.

### Allocating work by capability and capacity

Digital support, mentoring and conflict resolution often fall to the same people. Allocation should consider not just the number of tasks but also the support, preparation and time they require.

### Making change part of daily teaching

A new concept or platform does not yet constitute shared practice. Teams need space to describe difficulties and test adjustments. Otherwise an informal second system develops alongside the official process.

Possible explanation: People are willing to help, but the support route is unclear.

Observation: After cover, the only confirmation is that the class took place.

Possible explanation: Experience from the session never reaches the regular teacher.

## Connect collaboration with the educational purpose

The assessment focuses on the team's organizational working conditions. It does not replace teaching evaluation or examination procedures.

### Choose a meaningful team boundary

In a large institution, clarify whether to assess the whole organization or a stable unit. Educators, leaders and relevant administration functions need a clear common reference.

### Test interpretation against daily work

Discuss the profile through cover arrangements, course planning or team support. Different perspectives are not automatically evidence of resistance.

### Try a practical reduction in friction

Assign an owner and review date to one action, such as fewer competing cover-information channels. Examine clarification requests, effort and feedback to assess whether it helps.

## Hypothetical practical example: A new course approach does not reach every educator

A training provider has agreed a shared approach and prepared materials, but freelance and employed educators receive changes through different channels.

Working hypothesis: Inconsistent involvement may be constraining implementation more than willingness to change.

- Who needs to understand and apply a change before the next course?
- How do responsible people learn whether materials and preparation time are sufficient?

Test in the organization: Test one shared change-and-feedback route within a course area without collecting identifiable learner data for the organizational assessment.

## Questions from the sector

### Is OQM only suitable for commercial businesses?

No. Education organizations also have leadership, workload allocation and collaboration. Suitability depends on the assessment boundary and a stable shared working context, not whether the institution operates for profit.

### Does OQM assess teaching quality?

OQM examines organizational conditions and the team's perspective. It does not replace specialist teaching evaluation, accreditation or learner assessment.

### Can administrators and educators participate together?

Yes, where they belong to the assessed organization. Agree common reference questions and protection for small groups beforehand. Results should not identify individuals.

### Do we need student data?

An assessment of team collaboration does not require individual learning or health information. Everyday situations can be discussed without identifying details.

### Can OQM solve teacher shortages?

No. OQM does not replace recruitment or education policy. It can help examine collaboration with existing resources. The UNESCO projection and OECD survey describe different contexts, not a demonstrated OQM effect.
