## Put the public mandate into shared practice

OQM examines experienced organizational quality in an appropriate unit. Dialogue connects strengths and the minimum factor with its working mandate. Professional decisions and political responsibility remain with accountable authorities.

### Agree the unit and participation

An ongoing administration team or service unit defines a shared assessment boundary. Leadership and relevant participation bodies clarify preparation, use of results and response protection. An entire country or loose list of authorities is not one meaningful working unit.

### Interpret results through transitions

The anonymous profile and shared discussion explore experienced leadership, direction and collaboration. An everyday cross-department request helps make findings understandable. The profile is neither an individual performance ranking nor a political opinion poll.

### Agree a traceable improvement

Ownership of a handover or feedback can be a first measure. Participants name responsibility and a review date. A later profile can examine development; procedural quality, public-program impact and legal questions need their own assessment.

## Hypothetical practical example: Forwarded, but not taken up

An illustrative municipal service unit forwards requests to a specialist department. Receipt is recorded, but cover and feedback to the service team are unclear.

Working hypothesis: Repeated enquiries may relate to an unclear organizational acceptance route, not solely limited effort by individual colleagues.

- How does someone providing cover know the agreed position without reaching one particular colleague?

Test in the organization: For one frequent request type, agree handover, accountable contact and feedback. Review whether affected roles could explain the same next step.

### What consulting does OQM offer public administration?

OQM supports organizational development, leadership and collaboration within appropriate public-service units. Administrative law, political strategy, budget advice and specialist procedural review are not automatically included.

### Does OQM replace evaluation of public programs?

No. The organizational profile examines experienced organizational quality. Assessing a program's impact, cost or design needs separate questions and methods.

### Does the profile assess individual employees?

Its purpose is organizational development, not individual performance ranking. Participation, response protection and use of results are clarified in advance, particularly in small groups.

### Can a small municipal unit participate?

We first consider the shared working reality, appropriate boundaries and possible identification of individuals. A profile is not automatically anonymous simply because names are not requested. A suitable framework is agreed together.

### What should the first enquiry contain?

Authority type, broad team structure and a general collaboration concern are enough. Do not submit citizen data, case files, active individual cases or confidential internal decisions.
