A nursing team and operations coordinator discuss a handover at an empty staff station without patient records.

OQM-supported organizational consulting

Healthcare and pharmaceuticals

Healthcare and pharmaceutical organizations combine specialized responsibilities with binding professional procedures. Their organization must help questions, ownership and learning travel across shifts. OQM supports that organizational development without replacing clinical decisions or regulated quality assessments.

Discuss collaboration

For hospitals, nursing and healthcare providers, and pharmaceutical businesses with their own teams. Nursing care and medicine manufacturing are different settings; sources and examples retain their specific scope.

What the sector can build on

Professional responsibility

Specialists bring knowledge, experience and awareness of the consequences of their work. They need an environment where questions can be raised, limits acknowledged and decisions routed to the authorized role.

Different disciplines working together

Care, clinical functions and administration offer distinct perspectives, just as production and quality assurance do. Those differences matter. Clear handovers connect them without blurring professional accountability.

Where strengths come under pressure

Continuity across changing shifts

People change while open tasks remain. A handover record may be complete yet leave ownership of an organizational question unclear. Unusual situations require more than one team's familiar routine.

Operational pressure and protected learning

Onboarding and shared reflection compete with daily delivery. When experienced colleagues answer every question themselves, the team remains dependent on them even though newcomers have the required professional qualifications.

Worldwide · 2023 · Survey / reported data

WHO/ICN's 2025 report draws on 194 countries: estimated global nursing shortage of 5.8 million in 2023. Not a pharmaceutical or all-health-profession vacancy figure.

United States · 2025-12-31 · Survey / reported data

FDA tracked 93 ongoing human-drug and biological-product shortages at 31 December 2025, including earlier years. Not 93 newly arising cases or a worldwide rate.

Collaboration in everyday work

  1. Carry organizational ownership across shifts

Clinical and product information belongs in the appropriate systems and procedures. Alongside that, the team needs to know who owns an organizational question, who covers the role and when a response will follow.

A question for your teamWho owns an unresolved organizational issue after a shift change without altering professional responsibilities?

  2. Coordinate production and quality assurance

In a pharmaceutical business, a professional review may await a necessary clarification. The organizational issue is how information reaches the responsible specialist and who follows up. Faster coordination must not shorten required review or replace release authority.

A question for your teamIs the required information clear, along with the authorized role responsible for the next professional decision?

  3. Plan onboarding as shared work

A qualified newcomer may still be unfamiliar with local working arrangements. Guidance, cover and organizational orientation require time and accountability. A survey can explore these experiences, but cannot establish professional competence.

A question for your teamWhat time and accessible support are actually available for onboarding?

A question between production and quality

This illustrative process concerns a pharmaceutical company. Coordination is examined while review, documentation and release remain governed by the applicable professional procedures.

Question

Observation
Production receives a clarification request with no clear recipient.
Possible explanation
The request identifies a need but not a dependable route to its owner.
A next step
Name the recipient and deputy for one recurring question within the existing procedure.

Shift change

Observation
The next shift knows a question is open but not who is handling it.
Possible explanation
Status was handed over without ownership of organizational follow-up.
A next step
Include the accountable contact and confirmed handling status in the handover.

Review

Observation
Similar questions repeatedly cause the same coordination loop.
Possible explanation
Cases are documented, but the organizational cause has not been discussed together.
A next step
Address one recurring information gap in an appropriately authorized review with an accountable improvement.

OQM

Develop the organization around professional work

OQM examines leadership, structures and collaboration. Clinical safety, care delivery and medicine quality require their own qualified procedures. Sector statistics do not establish an OQM effect.

The OQM methodResearch and origins
  1. Define the unit and protect information

Agree a permanent team or suitable department. Protect responses; patient records, product details and identifiable cases do not belong in a public enquiry.

  2. Understand findings together

Participants discuss the profile around organizational working situations. Roles retain professional authority, and anonymous responses are not used to evaluate individual colleagues.

  3. Review a focused change

A measure might clarify organizational handover ownership or protect onboarding time. Assign an owner and review date; effects require verification within the actual workplace.

Hypothetical practical example

Qualified, but without dependable orientation

A nursing team welcomes qualified new colleagues. Rotas and mandatory briefings are arranged, but contacts for local organizational questions change unpredictably between shifts.

Working hypothesis

Missing continuity of support may burden onboarding more than a lack of individual motivation.

  • Who answers organizational questions in each scheduled shift?
  • Which shared learning time happens in practice, and which is repeatedly lost?

Test in the organization

Agree contacts and protected time for a limited onboarding period. Discuss experience and questions without collecting patient information or individual health data.

A thought on collaboration

Professional accountability needs an organization where questions reach their owner.

Questions from the sector

What consulting does OQM offer healthcare and pharmaceuticals?

OQM supports organizational development, leadership and collaboration. Clinical treatment, specialist pharmaceutical review, GMP audits, authorization advice and medicine release are not automatically included.

Can OQM solve nursing shortages or medicine supply gaps?

No such outcome can be promised. Labor supply, market conditions and manufacturing capacity have their own causes. OQM can examine organizational strain; actual improvements require separate workplace verification.

Why are nursing and pharmaceuticals on one page?

They share some organizational questions, not identical professional processes. WHO's figure concerns nursing, while FDA's concerns US medicine shortages. A pharmaceutical workflow is not presented as a general clinical procedure.

Is OQM the same as OQM Health?

No. OQM examines general organizational quality. OQM Health is a separate offer addressing psychological workload; its purpose and appropriate use are considered separately.

What data do you need in an initial enquiry?

A broad team description and organizational question are enough. Do not send patient, treatment or health information, batch documentation, confidential product details or security information through the public form.
