    An ongoing administration team or service unit defines a shared assessment boundary. Leadership and relevant participation bodies clarify preparation, use of results and response protection. An entire country or loose list of authorities is not one meaningful working unit.

What consulting does OQM offer public administration?

OQM supports organizational development, leadership and collaboration within appropriate public-service units. Administrative law, political strategy, budget advice and specialist procedural review are not automatically included.

Does OQM replace evaluation of public programs?

No. The organizational profile examines experienced organizational quality. Assessing a program's impact, cost or design needs separate questions and methods.

Does the profile assess individual employees?

Its purpose is organizational development, not individual performance ranking. Participation, response protection and use of results are clarified in advance, particularly in small groups.

Can a small municipal unit participate?

We first consider the shared working reality, appropriate boundaries and possible identification of individuals. A profile is not automatically anonymous simply because names are not requested. A suitable framework is agreed together.

What should the first enquiry contain?

Authority type, broad team structure and a general collaboration concern are enough. Do not submit citizen data, case files, active individual cases or confidential internal decisions.
